How long does it typically take to build a customized training program?

It depends on the topic and method of training. A rule of thumb is around 10 hours of development for every one hour of instructor led training, plus an additional hour per PowerPoint slide if converting or creating self-paced training.

For example, a two-hour instructor led training, could take anywhere between 25-40 hours to create, depending on the up-front and back-end work needed. If you took that same program, that had 20 slides, and wanted to create a self-paced version, you would be looking at an additional 20-40 hours of work, depending on how interactive you wanted that self-paced program to be.
